This spike lasts for less than 1/60th of a second. Faster than a blink of an eye. However, it can cause catastrophic damage to appliances and electronics.

When can a surge happen?
A surge can happen during a storm, when a large appliance or machine switches on and off, or even from wildlife getting into a transformer or electrical line.
